قياس مستوى أداء الخدمة بالمسجد الحرام في ضوء بطاقة الأداء المُتوازن: إطار مُقترح

Abstract

يسعى البحثُ إلى الوُصول لإطارٍ مُقترحٍ لقياسِ أداء الخدمة بالمسجد الحرام في ضوء بطاقة الأداء المُتوازن من خلال التَّعرُّف على طبيعة أداء الخدمة المُقَدَّمة بالمسجد الحرام, وتحديد مفهوم بطاقة الأداء المُتوازن, وأبعادها, وتمَّ استخدام المنهج الوصفي القائم على الدِّراسة المكتبيَّة،وتوصَّل البحث إلى أن أهمَّ الخدمات المُقَدَّمة داخل المسجد الحرام يُمكن تصنيفها إلى الخدمات التِّقنيَّة, والبرامج الخدميَّة والتَّوجيهيَّة, وإدارةالتَّطهير والسِّجَّاد بالمسجد الحرام, وإدارة خدمات التَّنقُّل داخل المسجد الحرام, كما توصَّلت الورقة إلى أن بطاقة الأداء المُتوازن نظامٌ لقياس أداء الخدمة المُقَدَّمة بالمسجد الحرام يهتمُّ بترجمة الاستراتيجيَّة المتَّبعة إلى أهداف ومقاييس ومعايير مُستهدفة ومبادرات وأنشطة للتَّحسين المستمرِّ, وتتضمَّن أبعاد بطاقة الأداء المُتوازن البُعد المالي: وهو يُعنى بالمُؤشِّرات التي تقيس مدى كفاءة العمليَّات الماليَّة للأداء بالمسجد الحرام, وبُعد العمليَّات الدَّاخليَّة: ويُشير إلى العمليَّات التي تُحدِّد الإجراءات الدَّاخليَّة, وبُعد الزُّوَّار: وهم الفئة المُستهدفة من الخدمة المُقَدَّمة, والطَّريقة المُثلى في التَّعامُل معهم, وبُعد التَّعلُّم والتَّطوُّر: بتوفير المناخ الدَّاعم للتَّغيير والإبداع في تطوير الأداء بالمسجد الحرام, وفي ضوء ذلك تمَّ تصميمُ إطار مُقترح لتطوير قياس الأداء بالمسجد الحرام في ضوء بطاقة الأداء المُتوازن.

The research aims to reach a proposed framework to measure the performance of the service at the Holy Mosque (Masjid Al- Haram) based on the Balanced Score Card by identifying the nature of the performance of the service provided at Holy Mosque and determining the concept of the Balanced Score Card and its dimensions. The descriptive approach based on the desk study was used and the research found that: the most important services provided inside the Holy Mosque can be classified into technical services, service and guidance programs, the clearance and carpets management at the Holy Mosque and the management of mobility services inside the Holy Mosque. The document has also concluded that the Balanced Score Card is a system for measuring the performance of the service provided at the Holy Mosque, which interests in translating the strategy followed into targets, standards, target criteria and initiatives for continuous improvement. The dimensions of the Balanced Score Card include the financial dimension: it means that the indicators that measure the efficiency of financial operations of the performance at the Holy Mosque. Dimension of the internal processes which refers to the processes that determine the internal procedures. The visitors: the target group of service provided, and the best way to deal with them. The learning and development dimension: by providing a supportive climate for the change and creativity in the development of performance at the Holy Mosque. According to, a proposed framework for the development of measuring the performance at the Holy Mosque was designed using the Balanced Score Card.
